Strategic Communications

CERP’s Strategic Communications works to bridge the gap between research and impact by translating evidence into accessible narratives that inform and influence policy

We design and deliver advocacy campaigns that amplify CERP’s work in education, energy, public health and other sectors, ensuring that rigorous research reaches policymakers, practitioners, donors and the wider public. It also builds strong collaborations with government, private sector, civil society and media to enhance the visibility and uptake of evidence-based solutions.

By combining evidence curation, creative storytelling and stakeholder engagement, we build awareness, encourage dialogue and support evidence-based decision making, with the goal of achieving better policies and outcomes.

Building on this experience, Strategic Communications now partners with public, private and development sector organisations, designing communication strategies, setting up internal communications systems and developing end-to-end campaigns that are grounded in evidence and built for impact.

What we do

Strategy & Advisory

We design communication strategies that give organisations clarity on who they need to reach, what to say and how to measure success.

Evidence & Visibility

We translate complex research and data into clear, accessible content and extend its reach through media, events and discussions so evidence is seen, understood and used.

Organisational Communications

We help organisations build communication systems that work from the inside out, keeping teams aligned, informed and prepared for change.

Campaigns & Advocacy

We design and deliver evidence-led campaigns end to end, combining strategy, messaging, creative, digital communications and field engagement to reach audiences and influence policy.

Crisis Communications

When challenges arise, clear and honest communication matters most. We help organisations prepare for difficult moments and respond with transparency, accuracy and accountability, keeping stakeholders informed and building trust that lasts.

Every engagement starts with understanding the goals and audiences. From there, we shape the strategy, develop messages and content, take them to the right people through the right channels, and track what changes as a result. Our work draws on CERP’s research expertise and long-standing connections with communities and policymakers, so communication is grounded in evidence at every step.

Our Work

Creative Outreach Campaign: Learn to Earn

Learn to Earn turned two decades of LEAPS research on foundational learning into a campaign for parents, students and schools. Built around the familiar game of Snakes and Ladders, the campaign used one creative idea across digital content and physical materials in schools, bringing evidence back to the communities whose experiences helped shape it. It reached 1.79 million people and generated over 2.8 million views.

Communications Consultancy: Public Interest Law Association of Pakistan (PILAP)

Strategic Communications provides ongoing communications support to PILAP, helping shape how its work is framed and shared with key audiences. As part of this partnership, we designed and delivered an advocacy workshop that took participants through the full campaign cycle, from problem analysis, system mapping and stakeholder mapping to theory of change and communicating findings. Teams then put these tools into practice by building and presenting their own campaign on access to clean water.

Outreach and Visibility Campaign: FemTech Innovation Hub

Strategic Communications led outreach for the application drive of Pakistan’s FemTech Innovation Hub, an incubator and accelerator for women’s health startups. The campaign brought in 137 applications and helped the Hub induct 35 startups, more than double its original target, with 80% of them women-led.

Media Engagement

Strategic Communications works with national media to place CERP’s evidence where public and policy conversations happen. Since 2019, The Analytical Angle series in Dawn has brought CERP research to a national readership. Recent pieces include “Growing Pains,” which made the public case for nutrition financing, and “The Iron Ceiling,” drawn from CERP’s work on adolescent girls’ nutrition. A Dawn Prism feature profiled the founders behind Pakistan’s women’s health startups, and Learn to Earn secured coverage across six national newspapers.

Content & Multimedia Production

We transform complex evidence into creative, engaging videos and posts. Our work includes the Learn to Earn and Targeted Instruction Pakistan videos, and CERP Conversations, a series of long-form discussions, podcasts and short clips that bring research and policy ideas to wider digital audiences.
