Supported by the Marshall Foundation, this initiative establishes a structured framework to engage provincial governments in GB, ICT, KP and Punjab to conduct education system diagnostics, embed dedicated policy support, and identify entry points for evidence-backed reforms. It bridges the gap between research and implementation by securing formal government partnerships (MoUs) and co-designing proof-of-concept pilots for proven models like Targeted Instruction in Pakistan (TIP). Ultimately, this work creates the enabling conditions and system capacity for provincial governments to adapt, implement, and scale foundational learning interventions autonomously.
