CERP Executive Education Course: Evaluating Social Programs

CERP launches its second CLEAR Executive Education course on Monitoring and Evaluation in partnership with J-PAL (MIT), JPAL South Asia (IFMR) and Harvard Kennedy School.

The course titled CERP Executive Education Course: Evaluating Social Programs, is targeted towards senior government officials and professionals in the development sector. The five-day training program will focus on introducing various tools and best practices used in monitoring and evaluation (M&E). Sessions will be taught by lecturers from Harvard, London School of Economics, Lahore University of Management Sciences, Pomona College, Princeton, UC Berkeley and University College London. Center of Economic Research in Pakistan (CERP) is conducting baseline surveys related to the design and evaluation of the Punjab Economic Opportunities Programme (PEOP) being implemented in the districts of Lodhran, Muzzafargarh, Bahawalpur and Bahawalnagar. PEOP is the flagship poverty reduction programme of the Government of Punjab (with support from the Department for International Development (DfID), UK) and is targeted towards the Province’s high poverty districts. CERP has entered into a collaborative arrangement with DFID and Government of Punjab to provide evidence-based technical assistance for the design and evaluation of the programme based on the information collated through extensive field-survey activity.

Job Description

CERP is looking for competent and energetic individuals with strong academic background for the position of Research Assistant. Selected candidate will get an opportunity to work with reputable Economists and Public Policy experts based at Harvard, Princeton, London School of Economics, University College London and LUMS. The position is based at CERP’s Lahore office but may require occasional field travel in the programme districts.

Responsibilities 

The Research Assistant will be responsible for:

1.     Assisting Principal Investigators in data analysis and report writing.

2.     Preparing policy briefs and analytical reports using baseline data under the guidance and supervision of Principal Investigators.

3.     Supervising data entry process and ensuring quality.

4.     Facilitating in pretesting, piloting and translation of survey tools and questionnaires.

5.     Any other tasks assigned by the Principal Investigator(s) and Project Coordinator.

Qualifications:

Candidates should at least have a Bachelor’s degree, preferably a Master’s degree in Economics. Applicants with prior experience in the field of social sciences and economics research will be preferred. Advanced level of competency and experience in data analysis using statistical programs such as STATA is required.

In addition, the candidate must possess the followings:

·         Experience in analyzing large, quantitative surveys’ data and report writing

·         Excellent writing and communication skills

·         Advanced level of competency and experience in data analysis using statistical programs such as STATA is required.

Expected salary range Rs. 60,000 – 75,000

Organization: 

The Center for Economic Research Pakistan (CERP) is a non-profit research organization that aims to encourage economic and social research on Pakistan. Founded in 2008, it aims to empirically investigate various facets of the economy both at the micro and at the macro level and also produce research that can also help inform policy.  CERP's goal is to foster constructive academic cooperation and idea-generation between academics, researchers and graduate students working on Pakistan. Currently CERP forms an extensive network of economists from around the globe engaged in active economic research on Pakistan.

Job Description

The Policy and Training Associate at CERP is a new position that will contribute to the design and execution of programs and activities for Training and Policy Outreach in Pakistan. The main responsibilities are described below.

Responsibilities Related to Training

The Policy and Training Associate is for a key contributor the training programs delivered by CERP and our partner organizations in the region. He or she will help develop and implement the new Executive Education and Training courses in Pakistan, building the capacity of policy makers to understand the finding from research policy efforts. Responsibilities include:

·         Develop and coordinate CERP's new executive education and training program including recruitment of applicants, development of course materials, coordination with program partners, and all other logistics.

·         Develop and coordinate capacity-building partnerships and training workshops with institutional partners, including liaising with counterparts within other organizations.

·         Prepare training materials for CERP M&E courses, including Powerpoint presentations, case studies and exercises

·         Prepare grant proposals to fund CERP's training and capacity-building programs and grant reports for all training and capacity-building grants.

·         Liaise with Directors of Training at key partner organization J-PAL.

Responsibilities Related to Policy

The Policy and Training Associate will be responsible for disseminating the results of CERP's research to policymakers, and promoting the scale-up of effective policies and programs in the region. He will be in charge of the design and execution of CERP's policy impact work in consultation with the Director of Research and Training of CERP. Responsibilities include:

·         Meeting and building relationships with key partners in governments, NGOs, foundations, and multilateral aid agencies in the region.

·         Giving presentations on what CERP is and does and CERP's research findings, encouraging to attend CERP's courses.

·         Organizing seminars and conferences for policy makers, and administering special initiatives and raising funds for such initiatives.

·         Helping in organizational issues including recruiting, attending career fairs and mentoring junior staff, among others. Produce press columns.

·         Writing and disseminating policy briefs and other pedagogical resources

Qualifications

Education:

This position is for people with a bachelor's degree (preferably in economics) with a preference for candidates with a master's degree (in economics, public policy or international development) and significant training in economics, as a strong technical understanding of economics is necessary to ensure that CERP's findings are translated into general policy conclusions in a way that is both simple to follow but also accurate and undistorted. Strong interest in international development policy as demonstrated by coursework and/or study or work abroad is a plus.Communication:

Attention to detail and advanced writing and presentation skills for communicating policy lessons from academic papers in ways that policymakers understand. This requires clear, precise, non-technical writing, and creativity in presentation.Time Management:

Proven ability to handle several different projects/tasks at one time, successfully complete tasks assigned, and meet deadlines. A willingness to work hard, be self-motivated and learn will be essential for doing well in this position.
